It is very natural for a Border Collie to herd - it is in their genes. I would advise that you take your dog to training classes as he needs one on one support. By going to dog training classes you will be able to get the support of a trainer who can watch how your dog interacts with other dogs. You will never get rid of the herding instinct but you can train your dog to listen to you and not run off.
A trainer might mention a simple technique that uses a friend to distract your dog. Basically this involves using the 'come' command. We have provided a link below. It involves attaching a leash to your dog (retractable leash) and asking a fiend to walk past with another dog - this will mean you can use the 'come' command in a 'controlled' environment without your dog running off. In classes the trainer will probably mention that your dog should not be let off the leash until you have trained him on the leash - the trainer will also start with basic commands such as Sit, Stay, Leave It, Come etc and the progress on to more difficult obedience training techniques.
